The files you mention contain the sources for TeX PROGRAMS.
You will also need input files and .tfm font files.
I think the contents of the following directories
at the CTANs (eg ftp.shsu.edu) would do:
1. /tex-archive/systems/knuth/lib
2. /tex-archive/macros/latex
3. /tex-archive/fonts/cmr/tfm
Later you would need
4. /tex-archive/fonts/cmr/mf
Also you should really have
5. modes.mf
eg from ftp.cs.umb.edu (or from the CTANs).
